This is the popular meaning:
There are 4 types of devotees.
1. aarthulu: those who are in distress / pain /affliction and pray with devotion to Him to come out of them.
2. jijnaasuvulu: Those who wants to understand/know and pray to Him for it.
3. ardhaardhi: Those who pray for material wealth
4. jnaanee: Those who know what is what, have all their wishes fulfilled, has no more/need to do anything and have realised self (aatma jnaanamu). Even these pray Him with devotion. We can see this in all the mahatmaas life histories. Thier devotion in unparalleled and can not be matched.
Coming to the discussion.

The above is what master gaaru has told. So if we make a rule which helps in solving the problem + people following it: then it is a manifestation of Him / His grace only, right?
Fine. But in reality nobody can save anybody. We think we are helping dependents or relatives or friends or anybody by giving some sort of protection/help. But in reality it is He who is taking care of all the jeevis for the beginning in all their births and deaths and thereafter and again in the birth. This is why we can see in famous devotee's life's they spent more time in praying Him than thinking too much about people around. However this does not mean, say, we should start doing puuja more and neglect kids. On the other hand it is the reverse. You need not do any puja and take care kids if you have and chant His name while doing so. This is enough. The reason is, when we are in this loka, we have to follow what is being followed to meet the genuine and dharmic needs. Without spending time for kids and teaching them and making them do home work, how can we expect them to make engineers/doctors tomorrow? So we have to take care kids. but then why? What is the relation to Him or being devoted to Him? Well, the answer is of great significance. "Baba is there in this lOka". We have to follow the dharma of this loka. Does not mean if many people are doing illegal stuff, we need to do it. The loka dharma is decided by not the number. As mentioned in Geeta, "yadyataacharati SrEshTTa": As done by the SreShTa..as an example, master got married. Had He not done it think about His followers..According to the time and place, as practiced by the SrEshTTa, there will some differences. But the basic premise is same: human values never change.
Given all this, still at the personal level (which is more than the society at large, but will be in sync - will discuss this later), we need to understand, it is He who protects all. In this context, nobody can protect anybody. Everybody has to derive it from Him.
In the case of the issue in question: What to speak of this, we have many cases in history also when there were foreigner invasions too similar problems were faced by girls and we can see the incessant devotion is always answered and the protection is received.
Irrespective of which case, we need not worry about anybody else when we understand He is the protector of all your people at an individual level (+ as whole), not you. Then our duty becomes being in His chimtana.
